In the book Catching Fire there are many acts of defiance against the Capitol. Some people who are defiant are Katniss the main character of the book, Peeta , Katniss's boyfriend, and Cinna , Katniss's clothes designer.
Katniss hung a dummy of the old head gamemaker Seneca Crane. Katniss wanted to "break through the smug veneer of those who use their brains to find amusing ways to kill.To make them realize that while (they) are vulnerable to the Capitol's cruelties, they are as well. This is defiant because she is sending a message that even the gamemakers are not safe. Seneca died because she outsmarted him.
The Tributes all held hands on page 258 after their interviews. The book says, "Up and down the row, the victors began to hold hands." This is defiant because there hasn't been a show of unity like this since the Dark Days.
On page 252 Cinna turns Katniss's wedding dress that President Snow picked out personally into a black feathered suit with black wings. "Because Cinna has turned (me) into a Mockingjay." This is defiant because the Mockingjay is the districts symbol of rebellion and hope.
On page 256 , during Peeta's interview he announces that he and Katniss are already married and Katniss is pregnant. What Peeta said gets the citizens to start "moaning, shrieking, and calling for help.This is defiant because it makes the audience want to stop the games because they think it's torture sending a pregnant young woman into the arena.
So in conclusion I think Snow would consider the tributes the most defiant because there shouldn't be any unity between the districts.
