In the book "Catching Fire" the victors of the hunger games are tired of the Capitol's torture. So they all rebel at them in many different ways. These are their acts of defiance during the training days at the Capitol.
Katniss wanted to "break through the smug veneer of those who use their brains to find amusing ways to kill. To make them realize that while the tributes were vulnerable to the Capitol's cruelties, They were as well."
Cinna turned Katniss's wedding dress that President Snow made her wear into a Mockingjay dress, he said "Don't worry. I always channel all my emotion into my work. That way I don't hurt anyone but myself."
Peeta painted a picture of Rue to show the Capitol that they are murdering innocent children for amusement, "I painted a picture of Rue, how she looked after Katniss covered her in flowers."
The tributes all came together and held hands together, showing that even though the capitol wants to make them enemies, they will not be enemies to their friends.
I infer that President Snow will think all the tributes holding hands in unity and rebellion was the most defiant thing, because now all the people in the capitol think Snow is a monster.
