Katniss: she wanted to "break though the smug veneer to those who use their brains to find new and amusing ways to kill us the tributes. To make them realize that while the tributes were vulnerable to the capitol's cruelties, the Game makers are as well. So she hung a dummy of Seneca Crane. 

Peeta: During peete's privet session he painted Rue's death. This was defiant because he wants to remined the game makers that they killed little innocent children. 

 The tributes:  The tributes said things like how sorry they feel for the capital citizens because their losing the victors they care about. How president Snow could change the quell but doesn't care about the citizens. This is very defiant because there're getting  the capital citizens to turn agents Snow. 

Cinna: turned Katniss's wedding dress into a mockingjay. He is reminding Snow of his failure. It turns Katniss into a symbol of the rebellion. 

The act that president Snow would find most defiant is when the tributes said bad things about him and trying to get the capital citizens to turn agents him. They also showed themselves holding hands on live TV. To show the districts are together and not agents each other.
